The bad: the script, the directing, and utter lack of depth, suspense, climax, or action. I will forgo critiquing the acting as the directionand virtually every technical aspect of the film are just so bad thatit is impossible to tell if the acting was any good, they were nevergiven a chance to act. There are significant flaws in continuity withinscenes dealing with lighting, costume, tears, etc. It feels like theentire film takes place over a 2-3 day period while the story line islikely intended to span a much greater period of time. As a teen movie, the eye candy was so poorly used that the movie is a total flop in thatregard. The direction of Courtney Turk and Tyne Stecklein would havebeen great - if they were doing a fashion photo shoot, but otherwisecompletely unnatural. Our local high school does a better job withtheir annual play and musical productions. Is not time marking our mortality by those hands moving inexorably forward around a circle of numbers, demarcating our lives? And how do you live when you control those lives? Bernadine Williams (Woodard) controls those lives. As a prison warden, she oversees the executions of death row inmates, and the weight of that responsibility hangs heavy, although she hides it quite well behind an implacable facade of composure she is increasingly finding hard to remove. After an opening sequence of a botched execution that goes harrowingly wrong, Clemency establishes its tone quite quickly, one that mirrors the life of Bernadine. It is one of clipped and workmanlike scenes of her life. It is grim, overseeing the deaths of prisoners. There is one such prisoner, Anthony Woods (Hodge) scheduled for death, who may or may not be a murderer. It is this thread that forms the bulk of the story as forces descend upon him, both good and bad, and those forces have an increasingly haunted affect on Bernadine. As Anthony faces his inexorable fate at the metaphorical gallows, hope becomes something, clemency becomes something. What makes Chukwus film so compelling and ultimately all the better for it is the sustained restraint the filmmaker and her team have for veering away from the usual preachy aspects of depicting prison life and death row inmates. But this is Woodards show, and her Bernadine is mesmerizing as she navigates her life of meting out justice while grappling with the price of it. It is a very heavy price, and the film, while wrenching, does not stray from its course of showing the ways in which the structure of prison institutions create scars and negate lives at a moments notice. “I am alone, and no one can fix it, ” Bernadine says at one point. Its a chilling thought, but one that ultimately rings quite true. The clock ticks on, until it doesnt. [7] Pharmacovigilance Risk Assessment Committee [ edit] A seventh committee, the Pharmacovigilance Risk Assessment Committee (PRAC) has come into function in 2012 with the implementation of the new EU pharmacovigilance legislation (Directive 2010/84/EU. 8] Other activities [ edit] The Agency carries out a number of activities, including: Pharmacovigilance: The Agency constantly monitors the safety of medicines through a pharmacovigilance network and EudraVigilance, so that it can take appropriate actions if adverse drug reaction reports suggest that the benefit-risk balance of a medicine has changed since it was authorised. Referrals: The Agency coordinates arbitration procedures relating to medicinal products that are approved or under consideration by Member States in non-centralized authorisation procedures. Scientific Advice: Companies wishing to receive scientific advice from the CHMP or CVMP on the appropriate tests and studies to carry out in the development of a medicinal products can request it prior to or during the development program. Telematics projects: The Agency is responsible for implementing a central set of pan-European systems and databases such as EudraVigilance, EudraCT and EudraPharm. Relocation [ edit] Following the 2016 decision of the United Kingdom to leave the European Union. Brexit. the EMA chose to search for another base of operations. According to EU Law the European Commission had to decide on the fate of the EMA's location. The EU ministers met to vote on their preferred successor. [9] The EU's Health Commissioner Vytenis Andriukaitis said that the preferred choice would be a location where an "easy set up and guarantee of smooth operations" would be available. Member states who had expressed their bid for the new EMA location were Austria, 10] Belgium, Bulgaria, 11] Croatia, 10] Cyprus, 10] Czech Republic, 10] Denmark, 10] Finland, 12] France, 10] Germany, 10] Greece, 10] Hungary, 10] Ireland, 10] Italy, 10] Malta, 10] the Netherlands, 13] Poland, 11] Portugal, 14] Romania, 15] 16] Slovakia, 10] Slovenia, 10] Spain, 10] and Sweden. [17] 18] 19] It had also been speculated that the Strasbourg -based seat for the European Parliament could be moved to Brussels, in exchange for the city to host the EMA. [20] Others speculated on the merits of Amsterdam, well before the final decision was made. [21] 22] The decision on the relocation was made on 20 November 2017, during the EU General Affairs Council meeting, 22] after three voting rounds and finally drawing of lots. After the first round of voting, Milan (25 votes) Amsterdam (20 votes) and Copenhagen (20 votes) were the only contenders left. [23] After the second voting round, two cities were left: Milan (twelve votes) and Amsterdam (nine votes. These two cities tied in the subsequent vote (thirteen votes each) after which a drawing of lots identified Amsterdam as the host city of EMA. It is unclear what future arrangements the United Kingdom proposes to make for its own medicinal evaluation after leaving the EU. Paul Workman, the president of the London-based Institute of Cancer Research, has suggested that pharmaceutical companies would naturally seek regulatory approval for new drugs in the biggest markets first, leaving the UK facing delays in approval if they set up independent arrangements. [24] Criticism of the EMA process [ edit] The review process of the European Medicines Agency regarding medical issues has been criticized for its lack of transparency and issues of conflict of interest. [25] In a rebuttal of an EMS review that included her work, Louise Brinth, a Danish physician, noted that "experts" reviewing data remain unnamed and seem to be bound to secrecy. Minutes are not released and diverging opinions are not reported suggesting that all the "experts" are of the same opinion. In her view the process is unscientific and undemocratic. [26] Comparison with other regulatory agencies [ edit] The EMA is roughly parallel to the drug part of the U. S. Food and Drug Administration (FDA. 27] but without centralisation. [28] The timetable for product approval via the EMA's centralised procedure of 210 days compares well with the average of 500 days taken by the FDA to evaluate a product. Released on 26 September 2005, HIM began recording the album in March 2005 at the Paramour Estate is Los Angeles, California, with producer Tim Palmer, who had also mixed the band's previous album Love Metal. Dark Light also served as HIM's first worldwide release with Sire Records, with whom the band had signed with in September 2004. In Finland, however, the album was released under the band's own label Heartagram. Musically, Dark Light featured a more "polished" and "accessible" sound than previous albums, and was written as a cross between Black Sabbath and U2, also influenced by the work of composer Angelo Badalamenti. Dark Light received mostly positive reviews from critics, with many praising the writing and the band's performance, while some criticism was given to the second half of the album. Dark Light charted in fifteen countries, reaching number one in Finland, later going platinum, as well as gold in Germany, the UK and the US, making HIM the first Finnish artists to receive a gold record in the United States. Three singles were also released, with " Wings of a Butterfly " peaking at number one in Finland, and " Killing Loneliness " at number two. "Wings of a Butterfly" later received the award for "Song of the Year" at the 2005 Emma Awards, and was awarded at the 2007 BMI Pop Awards as well. During the album's world tour, HIM made their live debut in various countries, including Japan and Australia. Production In August 2003, HIM separated from BMG, after fulfilling their contractual obligations to the label. [1] In September 2004, HIM announced that they had signed a new recording contract with Sire Records, who would handle the band's future releases in Europe, the United States, Japan and Australia. [2] In their native Finland, however, HIM's recordings would be released through the band's own Heartagram label. [2] In March 2005, HIM relocated to Los Angeles, California, to start work on their fifth studio album at The Paramour Estate, with producer Tim Palmer, who had previously mixed the band's fourth album Love Metal. [3] After two days of rehearsals, the band began recording drums, which were done in two days. [3] 4] This was followed by the bass, and then guitars and keyboards. [4] The band were faced with multiple distractions during the recording process, including dogs around the estate, as well as a Playboy video shoot. [3] Because of this, the studio equipment was moved upstairs for Ville Valo to record his vocals, while the other members of the band flew to Las Vegas with professional skateboarder and friend of the band Bam Margera. [7] The title Dark Light was inspired by a book of the same name by Mette Newth, and was also thought up as a play on words; Ville Valo's last name translates to "light" and "dark light" in Finnish would be "pimeä valo" which in turn would mean that Ville Valo was "mad. 9] Dark Light also continues the band's tradition of "contradictions in [album] titles. 10] 11] The cover art of Dark Light was designed by Matt Taylor and Sonny Gerasimowicz. [8] Music and lyrics According to Valo, the band entered the studio with the idea of creating a cross between Black Sabbath 's Sabbath Bloody Sabbath and Achtung Baby by U2, and Dark Light has been described as more "polished" and "accessible" than HIM's previous albums.
